What this produces, and what it does not
It produces the grant — everything the agent can do, as you describe it. That is one of four objects in an Agent Behaviour Policy. It is not the mandate, not the delta between them, and not a policy. It is the half you can answer from the deployment, which is why it is the half given away; and it is described by hand, so MAP-A-GRANT.md, which ships in every template pack and measures the same thing from the deployment, will disagree with it wherever somebody guessed.
